Geopolitics or Opportunity? Conceptualizing the Educational Opportunity Gradient (OGH) in South Asian Student Mobility

Md. Manjur Rahman · Md. Rajouan Habib

An exploratory conceptual framework analysing the geo-political and socio-economic drivers behind the documented shift in Bangladeshi student enrolment to Indian universities. Introduces the Redirection Readiness Index (RRI) as a novel comparative metric.

Read Abstract

This paper examines the conditions under which Bangladeshi students redirect their international enrolment preferences toward Indian institutions. Using publicly available data from UGC India, AISHE, and Bangladesh Education Statistics, we construct a dual-tier analytical framework: an institutional attractiveness axis (IAA) and a student readiness continuum (SRC). We introduce the Redirection Readiness Index (RRI) as a composite scalar to rank receiving institutions by their capacity to absorb demand-side migration from Bangladesh. Sensitivity analysis confirms that cost differentials and geographic proximity are the dominant drivers, with policy environment playing a moderating role.
