This paper examines the conditions under which Bangladeshi students redirect their international enrolment preferences toward Indian institutions. Using publicly available data from UGC India, AISHE, and Bangladesh Education Statistics, we construct a dual-tier analytical framework: an institutional attractiveness axis (IAA) and a student readiness continuum (SRC). We introduce the Redirection Readiness Index (RRI) as a composite scalar to rank receiving institutions by their capacity to absorb demand-side migration from Bangladesh. Sensitivity analysis confirms that cost differentials and geographic proximity are the dominant drivers, with policy environment playing a moderating role.
